Eligibility checklist
Traficom can issue a taxi driving licence when all statutory conditions are met. Check these requirements before spending time or money on the examination process.
Your category B driving licence must have been issued in Finland or another EU/EEA country at least one year before you apply.
You must meet the Group 2 fitness-to-drive requirements. A medical report is normally required with the application, subject to Traficom’s stated exceptions.
You must not be subject to a driving ban. Health and driving-right conditions must continue to be met while the taxi licence is valid.
You must pass the taxi-driver examination and have no criminal-record or register-of-fines entries that prevent the licence from being issued.

These permits serve different purposes. A driver’s right to drive passengers is not the same as a business’s right to provide commercial taxi transport.
This personal licence is required to work as a taxi driver. It is issued by Traficom after you meet the driver requirements and pass the taxi-driver examination.
This is the business permit for operating commercial taxi transport. Working for a licence holder and running your own taxi business are different routes with separate obligations.
